Propuesta para crear un registro de infractores inhabilitados para la tenencia y actividad con animales

Abstract

En la actualidad existe una gran sobrepoblación de animales callejeros, esto se debe a que no existe una tenencia responsable, pues el poseer una mascota sin esterilizar o el hecho de tenerla como medio de reproducción para venta de cachorros y también para usarlos en peleas callejeras, abandonándolos luego porque ya no pueden tener más crías o están muy maltratados para seguir peleando, es una muestra de lo irresponsables que son algunas personas. El maltrato hacia los animales es un problema que afecta la salud de las personas, pues el que las personas que ejercen maltrato y abandono a sus mascotas sean castigadas con inhabilitación, no beneficia en nada si no se registra la inhabilitación a tenencia que tiene esa persona y como todos desconocemos ese hecho, esas personas pueden seguir teniendo en su poder animales inocentes que sufrirán un triste final en sus manos afectando grandemente así la salud pública de las personas, por todos los grandes problemas que esto implica. En el Perú, es una triste realidad ya que existen más de 6 millones de animales callejeros, los cuales no se encuentran en las calles por mera voluntad, ya que una mascota siempre será dependiente de su dueño quien es el responsable de brindarle buena vida al animal, pero no lo hace, por ello es importante que exista un Registro de infractores que son inhabilitados para tenencia de animales con el fin de lograr así que no se de en adopción animales inocentes a personas desalmadas e irresponsables.At present there is a large overpopulation of stray animals, this is due to the fact that there is no responsible ownership, since owning an unsterilized pet or having it as a means of reproduction for the sale of puppies and also to use them in street fights, abandoning them later because they can't have more pups or they are too mistreated to continue fighting, is a sample of how irresponsible some people are.
