Resumen
El presente trabajo analiza el actual sistema presidencial en el Perú, normativizado desde la Constitución Política de 1979 y conservado por nuestra Constitución Política de 1993. Enfatiza que la implementación de la segunda vuelta electoral ha afectado la gobernabilidad evitando el desarrollo normal y buen gobierno de cada uno de los que resultaron ganadores. No obstante, también genera crisis institucional como la afectación de la estabilidad de los partidos políticos y un doble costo en el presupuesto global del proceso electoral. Tanto así, que la problemática surgida determina que tan necesario es seguir utilizado este sistema electoral cuya finalidad hasta entonces es perjudicial para el país y que tanto está beneficiando la democracia y la institucionalidad de los países que lo han incorporado a sus Constituciones.
This paper analyzes the current presidential system in Peru, regulated since the Political Constitution of 1979 and preserved by our Political Constitution of 1993. It emphasizes that the implementation of the second round of elections has affected governance, preventing the normal development and good governance of each one of the winners. However, it also generates an institutional crisis such as the affectation of the stability of the political parties and a double cost in the global budget of the electoral process. So much so, that the problems that have arisen determine how necessary it is to continue using this electoral system whose purpose until then has been detrimental to the country and which is benefiting democracy and the institutions of the countries that have incorporated it into their Constitutions.
