Resumen
Esta investigación cualitativa tuvo como objetivo describir, analizar y comprender la respuesta social de las políticas públicas para la salud familiar. La relevancia del estudio se caracteriza por las contribuciones para el modelamiento del cuidado a las familias; para los gestores de políticas públicas para la investigación y formación. Los hallazgos permiten reflexiones sobre el compromiso del Estado respecto a la respuesta social para el cuidado de la salud de las familias en la perspectiva de la salud como un derecho social. Las bases teóricas filosófica según el posicionamiento crítico de Kant. Se utilizó el método crítico-histórico dialéctico y la entrevista semiestructurada a 23 familias que cumplieron los criterios de inclusión en un centro poblado de Lambayeque. Se concluye que urge articular la política sanitaria con la política social para mejorar la respuesta social del Estado civil- sociedad. Exhibe ciertas limitaciones epistémicas, conceptuales y prácticas; y centra su accionar en el Estado, negando la relación dialéctica entre los elementos de la política: Estado- Sociedad civil. Por lo que, el cuidado, como estructura de acción de la política pública, requiere intervenir sobre la acción del Estado- Sociedad civil, en tanto que, a través de este, las familias como clase social se transformen en ciudadanos conscientes de su historia y, por ende, logre conquistar la hegemonía en la sociedad.
This qualitative research aimed to describe, analyze and understand the social response of public policies for family health. The relevance of the study is characterized by the contributions to the modeling of care for families; for public policy managers for research and training. The findings allow reflections on the State's commitment to the social response for family health care from the perspective of health as a social right. The philosophical theoretical bases that guide the analysis are Kant's critical positioning. The dialectical critical-historical method and semi-structured interview were used with 23 families that met the inclusion criteria in the town center of Lambayeque. It is concluded that it is urgent to articulate health policy with social policy to improve the social response of the civil State-society. It exhibits certain epistemic, conceptual and practical limitations; and focuses its actions on the State, denying the dialectical relationship between the elements of politics: State-civil society. Therefore, care, as a structure of action of public policy, requires intervening in the action of the State-Civil Society, while, through this, families as a social class become citizens aware of their history and, therefore, managed to conquer hegemony in society.
