Resumen
El presente estudio tuvo como objetivo analizar los beneficios de la Ley N° 31556 y su efecto en la reactivación económica de las micro y pequeñas empresas (MYPES) del sector restaurantes en José Leonardo Ortiz, Chiclayo, durante 2024. Se empleó una metodología cualitativa de nivel exploratorio y descriptivo, utilizando encuestas aplicadas a 15 empresas seleccionadas por conveniencia, con el fin de recabar percepciones, experiencias y opiniones de dueños y gerentes sobre el conocimiento y aprovechamiento de los beneficios fiscales que otorga la ley. Los resultados evidenciaron que, aunque la mayoría de las empresas reconoce la importancia de la reducción temporal del IGV y otros incentivos tributarios, persiste un bajo nivel de conocimiento sobre estos beneficios, principalmente por la falta de difusión y la complejidad de los procedimientos administrativos. Solo el 40% de los encuestados estaba informado sobre los beneficios de la Ley N° 31556 y el 87% aprovechó la reducción de impuestos, pero menos del 20% percibió una mejora directa en su rentabilidad. Asimismo, el 80% de los negocios utilizó los incentivos para modernización tecnológica, aunque su impacto en el incremento de ventas y empleo fue limitado. Por último, la Ley N° 31556 funcionó como un soporte para resistir la crisis sanitaria, permitiendo la supervivencia de los restaurantes, pero no logró impulsar un crecimiento significativo, lo que resalta la necesidad de estrategias complementarias de capacitación, simplificación administrativa y difusión para maximizar los beneficios y asegurar la sostenibilidad del sector.
The present study aimed to analyze the benefits of Law No. 31556 and its effect on the economic recovery of micro and small enterprises (MSEs) in the restaurant sector in José Leonardo Ortiz, Chiclayo, during 2024. A qualitative methodology of exploratory and descriptive level was used, employing surveys applied to 15 conveniently selected businesses in order to gather perceptions, experiences, and opinions from owners and managers regarding their awareness and use of the tax benefits granted by the law. The results showed that although most companies recognize the importance of the temporary VAT reduction and other tax incentives, there is still a low level of awareness about these benefits, mainly due to a lack of dissemination and the complexity of administrative procedures. Only 40% of respondents were informed about the benefits of Law No. 31556, and 87% took advantage of the tax reduction, yet less than 20% perceived a direct improvement in their profitability. Furthermore, 80% of businesses used the incentives for technological modernization, although their impact on increasing sales and employment was limited. Finally, Law No. 31556 served as support to withstand the health crisis, allowing restaurants to survive, but it did not achieve significant growth. This highlights the need for complementary strategies such as training, administrative simplification, and dissemination to maximize the benefits and ensure the sustainability of the sector.
