Resumen
Esta investigación tuvo como propósito principal establecer lineamientos de revitalización urbana que permitan enfrentar y reducir la degradación del paisaje urbano en el centro del distrito de Reque, situado en la región Lambayeque. Para ello se empleó una metodología con enfoque mixto, estructurada en tres etapas fundamentales que guiaron el desarrollo del estudio. La primera etapa consistió en un diagnostico territorial exhaustivo, mediante el cual se identificaron las primeras problemáticas vinculadas al deterioro paisajístico del entorno urbano. Posteriormente, se realizó un análisis comparativo de casos exitosos de revitalización urbana implementados en otros contextos, tomando como ejes de evaluación las dimensiones de cohesión social, desarrollo local y desarrollo medioambiental. En una tercera etapa, se planteó una propuesta prospectiva adaptada a las particularidades del centro urbano de Reque, incorporando estrategias pertinentes al contexto local. Los resultados obtenidos evidenciaron una desconexión significativa entre el crecimiento físico del distrito y su capacidad institucional para gestionar dicho proceso de expansión, lo que ha generado vacíos urbanos, fragmentación espacial y una débil articulación de los componentes del paisaje. Así mismo, se identificaron diversos elementos con potencial subutilizado, tales como terrenos infrautilizados y redes sociales comunitarias que, de ser adecuadamente integradas, podrían desempeñar un papel activo en los procesos de transformación urbana. En este marco, la revitalización urbana se plantea no como una intervención aislada, sino como un proceso integral, inclusivo y de largo alcance, orientado a reconstruir la relación entre el territorio y sus habitantes, y a recuperar la calidad ambiental y social del entorno urbano. Siempre que se prioricen la participación ciudadana, la sostenibilidad ambiental y el trabajo coordinado entre diferentes actores institucionales, es posible consolidar un modelo de ciudad más equitativo, resiliente y coherente con las necesidades locales.
The main purpose of this research was to establish urban revitalization guidelines to address and reduce the degradation of the urban landscape in the center of the Reque district, located in the Lambayeque region. To this end, a mixed-method approach was used, structured in three fundamental stages that guided the development of the study. The first stage consisted of a comprehensive territorial diagnosis, through which the initial problems related to the deterioration of the urban landscape were identified. Subsequently, a comparative analysis of successful urban revitalization cases implemented in other contexts was carried out, using social cohesion, local development, and environmental development as evaluation criteria. In a third stage, a prospective proposal was put forward, adapted to the particularities of the urban center of Reque and incorporating strategies relevant to the local context. The results obtained revealed a significant disconnect between the physical growth of the district and its institutional capacity to manage this expansion process, which has led to urban voids, spatial fragmentation, and weak articulation of the landscape components. Likewise, various elements with underutilized potential were identified, such as underused land and community social networks, which, if properly integrated, could play an active role in urban transformation processes. In this context, urban revitalization is proposed not as an isolated intervention, but as a comprehensive, inclusive, and far-reaching process aimed at rebuilding the relationship between the territory and its inhabitants and restoring the environmental and social quality of the urban environment. Provided that citizen participation, environmental sustainability, and coordinated work between different institutional actors are prioritized, it is possible to consolidate a more equitable and resilient city model that is consistent with local needs.
