Propuesta para retomar el pago de agua como tarifa social por parte de la Iglesia Católica en el Perú

Abstract

La presente investigación tiene como finalidad establecer las razones del por qué se debe de retomar a la tarifa social respecto al consumo de agua potable por parte de las instituciones religiosas pertenecientes a la Iglesia Católica, teniendo en cuenta el principio de cooperación entre la Santa Sede y el Estado Peruano mediante el acuerdo suscrito entre estos últimos, denominada El Concordato; los fines de las instituciones religiosas pertenecientes a la Iglesia católica; la contradicción de la resolución de la directiva N° 16-2016-SUNASS-CD acerca de la normativa nacional. Para llegar a estos objetivos, se realizó el análisis documental y las técnicas de gabinete como son las fichas bibliográficas, textuales y resumen; del mismo modo, después de finiquitar la investigación correspondiente, se llegó a la conclusión de que esta investigación es relevante para subsanar la errónea interpretación que ha realizado el funcionario público acerca de los fines de la Iglesia al momento de modificar el Manual de usuario mediante la resolución antes citada.

The purpose of this research is to establish the reasons why the social tariff for the consumption of drinking water by religious institutions belonging to the Catholic Church should be reinstated, taking into account the principle of cooperation between the Holy See and the Peruvian State through the agreement signed between them, known as the Concordat; the purposes of the religious institutions belonging to the Catholic Church; the contradiction of directive N° 16-2016-SUNASS-CD regarding national regulations. In order to achieve these objectives, documentary analysis and desk techniques such as bibliographic, textual, and summary cards were carried out; likewise, after completing the corresponding research, it was concluded that this investigation is relevant to rectify the erroneous interpretation made by the public official regarding the purposes of the Church when modifying the User Manual through the aforementioned resolution.
