Análisis de normas institucionales, apreciación docente y estudiantil sobre uso de TIC en las I.E. públicas de Chiclayo

Abstract

El propósito de esta investigación fue realizar el análisis de las normas institucionales, la apreciación de los docentes y estudiantes sobre el uso de las TIC como medio de aprendizaje estudiantil y de la práctica del docente en el distrito de Chiclayo durante el año 2019. Este estudio fue No Experimental de Enfoque Cuantitativo Descriptivo que permitió caracterizar las condiciones en que se vienen usando las TIC. En dicha descripción se detallan diversas maneras cómo se viene ejerciendo el uso de dichas herramientas digitales basado en los criterios pedagógicos, normativos y morales-éticos, asimismo se analizaron los criterios establecidos en las normas institucionales valorando su importancia en la gestión educativa que regulan el uso de las TIC, elemento de necesidad primordial para el aprendizaje significativo del estudiante. La muestra del estudio lo conformaron 376 estudiantes y 280 docentes de 23 instituciones educativas a quienes se aplicaron cuestionarios teniendo en cuenta los criterios de validez y confiabilidad. Se obtuvo el coeficiente de V de Aiken de 1,0 que resulta ser aceptable la validez y Alfa de Cronbach de 0,82 considerado de alta confiabilidad de los instrumentos aplicados, Los resultados que se obtuvieron reflejan que tanto los estudiantes como docentes aprecian que las normas educativas no precisan los criterios que permitan integrar de manera adecuada las TIC, el 42,02% de estudiantes consideran a las normas en nivel bajo, solo el 4,52% lo consideran alto; contrariamente a la apreciación docente con el 20% en nivel bajo y un 17,14% en un nivel alto. Además, un categórico 90% de reglamentos internos de las IIEE de Chiclayo tampoco contienen criterios establecidos para regular el uso de las TIC. Este trabajo de investigación concluye que los reglamentos internos de la IIEE necesitan diseños de propuestas normativas, pedagógicas y moral éticos para generar un gran impacto que fortalezca la acción pedagógica en favor de los aprendizajes; en tal sentido, proponemos que el presente estudio sirva como base para impulsar otras investigaciones acerca de la normatividad propositiva referente el uso de las TIC en las instituciones educativas, proponiendo y generando alternativas viables y pertinentes para su uso eficiente.

The purpose of this research work was to carry out the analysis of institutional norms, the appreciation of teachers and students about the use of TIC as a means of student learning and the teacher's practice in the district of Chiclayo during the year 2019. This The study was Non-Experimental with a Quantitative Descriptive Approach that allowed us to characterize the conditions under which TIC are being used. Likewise, the criteria established in the institutional norms were analyzed, assessing their importance in the educational management that regulate the use. of TIC, an element of primary need for meaningful student learning. The study sample was made up of 376 students and 280 teachers from 23 educational institutions to whom questionnaires were applied taking into account the reliability and validity criteria. The Aiken V coefficient of 1.0 was obtained, which is acceptable for validity, and Cronbach's Alpha of 0.82 is considered to be highly reliable for the instruments applied. The results obtained reflect that both students and teachers appreciate that educational standards do not specify the criteria that allow the adequate integration of TIC, 42.02% of students consider the standards at a low level, only 4.52% consider it high; contrary to the teachers' appreciation with 20% at a low level and 17.14% at a high level. Furthermore, a categorical 90% of the internal regulations of the IIEE of Chiclayo do not contain established criteria to regulate the use of TIC. This research work concludes that the internal regulations of the IIEE need designs of normative, pedagogical and moral ethical proposals to generate a great impact that strengthens pedagogical action in favor of learning, in this sense, we propose that the present study serves as basis to promote other research about the purposeful regulations for the use of TIC in educational institutions, proposing and generating viable and relevant alternatives for their efficient use.
