Plan de regeneración urbana sostenible para reestructurar el tejido urbano de Puerto Eten

Abstract

En Puerto Eten, la desindustrialización ha generado un proceso de abandono de edificaciones y espacios que ha llevado a la ciudad al deterioro urbano, esto provoca la aparición de vacíos urbanos insertos en la trama de la ciudad. Entre ellos, destaca la antigua estación ferroviaria, su situación de abandono, afecta tanto las áreas circundantes como a contribuir con la aparición de nuevos vacíos urbanos, provocando así la degradación de la imagen urbana. Esta desconexión se extiende también a los espacios públicos, los cuales, debido a la falta de mantenimiento, refuerzan la percepción de abandono. En este contexto, la implementación de un plan de regeneración urbana sostenible resulta indispensable para reactivar estos vacíos usos mixtos e intervenciones temporales. Además, la investigación se apoya en casos de estudio de ciudades que han experimentado esta problemática, como la desindustrialización, cuya propuesta basada en la preservación del patrimonio y la reutilización de vacíos urbanos. Estos ejemplos aportan valiosas lecciones para lograr la reestructuración del tejido urbano de Puerto Eten. Sobre esta base, se proponen estrategias sostenibles, tanto urbanas como arquitectónicas. Estas incluyen la reutilización adaptativa del patrimonio, la activación de los vacíos urbanos mediante usos temporales, además de la creación de recorridos peatonales que mejoren la conectividad vial. Es importante resaltar que, aunque las estrategias están inspiradas en experiencias internacionales, se adaptaron al contexto específico de Puerto Eten, para ellos se consideró sus particularidades socioculturales como espaciales. Finalmente, el plan propone la revitalización del eje patrimonial, con el objetivo que a largo plazo, la ciudad se recupere a través de su potencial cultural y logre un desarrollo más sostenible.Esta primera fase sentará las bases para la regeneración gradual del tejido urbano, para conseguir crear un entorno más cohesionado y vibrante.

The city of Puerto Eten is structured around infrastructure networks that articulate its activities and form a complex, constantly evolving urban fabric. However, deindustrialisation has generated a process of abandonment of buildings and spaces that has led to urban deterioration, creating multiple voids inserted in the fabric of the city. Among these, the case of the Railway Station stands out, whose state of abandonment not only directly affects the surrounding areas, but also contributes to the expansion of new voids, causing a degradation of the urban image. This disconnection extends to public spaces, which, due to their lack of maintenance and proper use, reinforce the perception of widespread abandonment. In this context, the implementation of a sustainable urban regeneration plan that allows the reactivation of these voids through specific interventions is essential. The research is based on the study of cases of cities that have experienced similar problems, such as deindustrialisation, and whose regeneration has been based on the valorisation of cultural heritage and the reconfiguration of their urban spaces. These examples provide valuable lessons for the restructuring of the urban fabric of Puerto Eten, especially in its heritage and seaside setting. On this basis, a series of sustainable strategies are proposed both at the urban and architectural level. These include the adaptive reuse of heritage, the activation of urban voids through temporary uses, and the creation of new pedestrian routes that improve road connectivity. It is essential to highlight that, although the strategies are inspired by international experiences, they have been carefully adapted to the specific context of Puerto Eten, considering its sociocultural and spatial particularities. Finally, the plan proposes as a starting point the revitalization of the heritage axis of Puerto Eten, with the aim that, in the long term, the city as a whole recovers its vitality and achieves a more sustainable development. This first phase will lay the foundations for the gradual regeneration of the urban fabric, creating a more cohesive and vibrant environment.
