Resumen
La investigación propone una serie de lineamientos de planificación urbana para abordar la obsolescencia de vacíos urbanos y fomentar la regeneración urbana, considerando problemas como la fragmentación y la segregación social. Para ello, establece como objetivo la integración físico-territorial, el reciclaje urbano de antiguas zonas industriales y el desarrollo socioeconómico de estos sectores. Esto se logra a través del análisis del proceso evolutivo, la identificación de vacíos urbanos y el estudio de lineamientos urbanos. La metodología se estructura en cuatro etapas. La primera etapa reconoce la evolución histórica del Parque
Industrial mediante el análisis del proceso histórico, el estado de conservación, la evolución de la normativa industrial y el tipo de usos de los vacíos urbanos, determinando que el Parque Industrial presenta incompatibilidad y deterioro en su uso industrial respecto a su entorno inmediato, predominantemente residencial. La segunda etapa identifica el estado de conservación actual de los vacíos urbanos mediante indicadores de evaluación, considerando aspectos físico-territoriales y ambientales como morfología, usos, ubicación, magnitud, contaminación, infraestructura verde, inundaciones, islas de calor y potencialidad de los vacíos. La tercera etapa analiza casos de estudio de vacíos urbanos obsoletos en entornos similares para el desarrollo de lineamientos de regeneración urbana. La cuarta etapa formula lineamientos de planificación urbana, incluyendo sistemas verdes y azules, movilidad, diversificación de usos y técnicas de reciclaje urbano adaptadas a las condiciones territoriales y ambientales. Finalmente, se desarrolla un plan maestro que aplica los lineamientos de
regeneración urbana en los sectores 3 y 4 de Pimentel.
The research proposes a series of urban planning guidelines to address the obsolescence of urban voids and promote urban regeneration, considering problems such as fragmentation and social segregation. To this end, it establishes as its objective physical and territorial integration, the urban recycling of former industrial areas, and the socioeconomic development of these sectors. This is achieved through the analysis of the evolutionary process, the identification of urban voids, and the study of urban guidelines. The methodology is structured in four stages. The first stage recognizes the historical evolution of the Industrial Park through an analysis of the historical process, the state of conservation, the evolution of industrial regulations, and the type of uses of urban voids. It determines that the Industrial Park presents incompatibility and deterioration in its industrial use with its immediate, predominantly residential surroundings. The second stage identifies the current state of conservation of urban voids through assessment indicators, considering physical and territorial and environmental aspects such as morphology, uses, location, magnitude, pollution, green infrastructure, flooding, heat islands, and the potential of voids. The third stage analyzes case studies of obsolete urban voids in similar settings to develop urban regeneration guidelines. The fourth stage formulates urban planning guidelines, including green and blue systems, mobility, diversification of uses, and urban recycling techniques adapted to territorial and environmental conditions. Finally, a master plan is developed that implements the urban regeneration guidelines in sectors 3 and 4 of Pimentel.
