This research aimed to determine that the festival of the Cruz de Motupe Historical Sanctuary has significant potential for the development of religious tourism, as it is a manifestation of intangible cultural heritage that articulates identity, spirituality, and territory. The research responds to the need to diversify the regional tourism offering by strengthening cultural itineraries linked to popular religiosity. The project proposes the design and implementation of appropriate tourist facilities along the pilgrimage route, which will improve visitor reception, interpretation, and accessibility. The study is framed within the qualitative paradigm, with a descriptive approach and the use of cultural cartography as the primary data collection technique, facilitating the analysis of the cultural landscape and the community's appropriation of the sacred space. The town of Zapotal, as a key point along the route, was identified as presenting opportunities to consolidate tourism service hubs that boost the local economy. Furthermore, it is concluded that enhancing the Sanctuary's value requires participatory management, integrating authorities, residents, and religious stakeholders, in order to ensure the sustainability of spiritual tourism. This process must be guided by principles of heritage conservation, territorial planning, and sociocultural development, promoting an authentic tourist experience that is respectful of the symbolic and natural environment.
