This study aimed to analyze the Level of Service at the Salaverry–Elías Aguirre road junction using the Highway Capacity Manual (HCM) approach and to propose improvements to reduce traffic congestion in the city of Chiclayo. The applied methodology was of an applied type, with a quantitative approach and experimental design. Techniques such as direct observation, video-based traffic counting, and simulation using the SUMO software were employed. A road inventory of the studied junction was carried out, along with the collection of key data such as traffic flow and traffic signal phase times. Based on the results obtained, it was determined that the junction operated at Levels of Service E and F during its most critical hours, with average vehicle delays exceeding 55 seconds, mainly due to poor road infrastructure, deficiencies in traffic management plans, and lack of enforcement of traffic regulations. The improvement proposals included geometric redesigns of lanes, diversion plans, and adjustments to traffic light synchronization. Through simulation software, these measures achieved over 30% reduction in vehicle delay and improved the overall Level of Service to C. This research demonstrated that analyses based on the HCM, complemented with software-based simulation, serve as effective tools to address and mitigate urban traffic problems such as those present at the Salaverry–Elías Aguirre junction.
